The Japanese government has issued Travel Advice and Warning Level 2 (Avoid non-essential travel) all over the world for Japanese citizens since March 25 2020.
From Japan to Hawaii
All travelers, including Japanese travelers, from other countries or regions than State of Hawaii, are required self-quarantine for 14 days, which will be effective by May 31 2020. Penalty of up to $5,000 or up to one year in prison or both are imposed on a violator.
From Japan to Guam
Compulsory quarantine for 14 days is required to a person who do not hold non-COVID-19 certificate issued by 72 hours before entry.
From Japan to Northern Mariana (Saipan, Tinian and Rota)
Compulsory quarantine for 14 days is required to all visitors including Japanese citizens.
From Japan to New Caledonia
Entry refusal of non-residents including Japanese citizens.
From Japan to Fiji
Voluntary self-isolation for 28 days is required to all visitors from foreign countries and regions including Japan.
Suspension to receive cruise ships.
