Kyoto City is taking precautions against over-tourism, such as pre-booking of parking slots or a digital map to spread tourists, for the busiest autumn

DMO KYOTO and City of Kyoto is developing ‘Kyoto Traveler’s Promise’ campaign from November 1 2024 to February 2025 to promote ‘Kyoto Tourism Moral,’ which is a guideline for business operators, local residents and tourists to work together creating sustainable tourism in Kyoto. 

The quiz-based campaign first encourages visitors to learn about history, culture and tourist manners on a website to register themselves in the campaign, and when you acquire Kyoto Tourism Moral certificate after clearing the quiz completely, you can get a variety of benefits from business operators joining the campaign. 

As one of the over-tourism countermeasures in Higashiyama area, a pre-booking of parking slots will be introduced for the period by February 13 2025 in order to ease traffic jam around the tourist spots. City of Kyoto is also promoting ‘park & ride’ combing public transportation to manage car flow into the center of Kyoto. 

Another over-tourism countermeasures include a digital map to spread tourists from major tourist spots and empty-hand sightseeing promotion.
